The Israel Prison Service (IPS) made public on Saturday night the list of 26 terrorists who will be freed as a “gesture” to the Palestinian Authority during the ongoing peace talks.

This batch of 26 terrorists is the third out of four groups of terrorists that Israel agreed to release.

The list was made public shortly after the cabinet approved the list of the terrorists who will be freed. The terrorists are expected to be freed on Monday.

The names are posted 48 hours before the release takes place, so that bereaved families and others who are opposed to the release of terrorists may appeal to the Supreme Court. However, the court typically rejects the appeals.

One of the terrorists on the list, Kamil Awad Ali Ahmad, was convicted of the murders of 16 Israelis. He was arrested in 1993, just two weeks after the signing of the Oslo Accords.

Among the terrorists to be released one can also find Yakoub Muhammad Ouda Ramadan and Afana Mustafa Ahmad Muhammad, who were involved in the stabbing death of 38-year-old Sara Sharon, a mother of seven, in Netanya in January of 1993.

Abu al Rub Mustafa Mahmoud Faisal, a terrorist who murdered Yoram Cohen in Jenin in September of 1991, will be released as well.

Damara Ibrahim Mustafa Bilal, one of the murderers of Steven Frederick Rosenfeld, will be released as well. Rosenfeld was murdered in 1989 as he went hiking near the city of Ariel.

Abu Mohsin Khaled Ibrahim Jamal, who murdered 76-year-old Shlomo Yahya in September of 1991, will be released in this batch. Yahya, a gardener in Moshav Kadima, was stabbed to death as he came out to work in his garden.

The latest release comes despite protests by the families of victims of terrorists and their supporters, who have held rallies outside of the Prime Minister’s residence as part of a campaign to halt the release in light of continued terrorist attacks by Arab groups.

Many prominent political figures had called on Prime Minister Binyamin Netanyahu to halt the “goodwill gesture” in light of a wave of terrorist attacks in the past week, apparently to no avail

Secretary of State John Kerry will return to the Middle East next week for talks with Palestinian Authority (PA) and Israeli officials, a PA source confirmed to AFP Saturday. 

“Mr. Kerry has told the Palestinian Authority he will return to the region on January 4, 2014 to discuss the peace process and negotiations with Israel,” the official stated, on condition of anonymity. 

The news agency cites “a well-informed Palestinian source” who confirmed that the US chief diplomat plans to stay in the Middle East for a “number of days.” This will be Kerry’s tenth visit since March 2013. 

Kerry, who helped to launch nine-month direct talks between the two sides in July, insisted this month that concrete progress had been made in the peace talks.

But he said details would be kept under wraps as talking about any agreements could be counterproductive.

“I’m personally encouraged that very tough issues are beginning to take shape,” he said in an interview with ABC television on December 15. “But we’ve agreed not to be talking about what we’re doing because it just creates great expectations. It creates pressure. It creates opposition, in some cases.”

“I think it’s much better for us to do exactly what we’ve been doing, which is negotiate quietly and privately,” he added.

Israeli and Arab media reports say the plan envisaged by Washington would see Israel maintain a military presence in the Jordan Valley, in eastern Samaria (Shomron) for 10-15 years after a peace agreement with the PA. 

Israeli withdrawals in the plan appear to include large parts of Judea and Samaria, as the new report mentions Kerry’s intentions to build a massive border fence in the area.

Regarding the security threat posed by what is feared by many to become a terror state in Judea and Samaria, Kerry’s plan would have the IDF deploy drones over the area to monitor terrorist activities and gather information.

While Israel has said Kerry’s plan could be an opening for negotiations, PA Chairman Mahmoud Abbas has rejected the plan, and called an Arab League emergency meeting in which Arab states rejected the plan as well.

Despite both sides opposing such a deal, rumors have surfaced that Kerry will seek to “force” the plan on Netanyahu next month.

Under the US-brokered deal that led to the relaunch of the talks, Israel is to release a further 26 Palestinian terrorists on Monday.

Israelis – especially bereaved families – continue to express outrage at the move. Many say that the terrorist releases set a precedent, encouraging more terrorism without the threat of punishment or retaliation. The Supreme Court rejected on Thursday a petition seeking a temporary restraining order on the release.  

Israel agreed to free a total of 104 Palestinian prisoners during the peace talks, and has already released 52 in two separate batches. After the third group is released, the remaining inmates are due to walk free in March 2014.

The previous releases in August and October were accompanied by Israeli announcements of fresh construction in Judea and Samaria. Israeli Prime Minister Binyamin Netanyahu is expected to announce plans next week for a further 1,400 Jewish homes.

Previous announcements on construction raised the ire of the PA, which demanded that Israel cancel any tenders it has issued for new construction or the talks would be over.

The PA has repeatedly slammed Israel’s planned construction in Judea, Samaria and Jerusalem, despite the fact that it was informed in advance that Israel will continue to build as talks continue. The areas in which Israel plans to build are areas that even the PA has previously accepted will be part of Israel in a future deal.

On Wednesday night, when reports of the new planned construction were made public, PA officials accused Israel of “killing the peace process.” They have also threatened to appeal to the International Criminal Courts over the issue, accusing Israel of “war crimes.”

Meanwhile, a senior European Union (EU) official issued a direct warning to Netanyahu on Thursday, saying that the EU would not tolerate new construction in Judea and Samaria.

Maariv reported on Thursday that Netanyahu had initially agreed to appeals by the US and EU to delay an announcement of new construction, but changed his mind under pressure from his coalition partners in order not to project a “signal of weakness.” In response, Abbas has made a direct appeal over the issue to Kerry. 
 
 

Additional details about US Secretary of State John Kerry’s security arrangement plans were revealed in a report by Galei Tzahal (IDF Radio) on Tuesday morning.

Kerry’s plans reportedly give Israel temporary control of the Jordan border, soon shifting control to the Palestinian Authority (PA).

The IDF will patrol the length of the Jordan border for the first few years of the US plan.

However, after a few years joint patrols will be held with PA forces, with the cooperation of the Jordanians on the other side of the river.

This aspect of Jordan Valley withdrawals in stages over 5 to 10 years matches the contents of Kerry’s secret plan revealed by journalist Baruch Yedid to Arutz Sheva earlier this week. Yedid’s revelations came from his extensive official and unofficial PA sources.

Israeli withdrawals in the plan appear to include large parts of Judea and Samaria, as the new report mentions Kerry’s intentions to build a massive border fence in the area.

Regarding the security threat, of what is feared by many to become a terror state in Judea and Samaria, Kerry’s plan would have the IDF deploy drones over the area to monitor terrorist activities and gather information.

Apparently the presence of drones in Judea and Samaria is the “creative security solutions” Yedid spoke of, when he noted that Israeli security sources added such “solutions” to meet US demands when submitting the plan to Prime Minister Binyamin Netanyahu.

While Israel has said Kerry’s plan could be an opening for negotiations, PA Chairman Mahmoud Abbas has rejected the plan, and further called an Arab League emergency meeting in which they rejected the plan as well.

Nevertheless, Kerry’s aids have reportedly rented 50 rooms in a Jerusalem hotel for January to mount a diplomatic “attack” on Netanyahu, forcing him to accept the plan of Israeli withdrawals. Yedid’s sources confirmed the reports, adding the Americans have also rented 2 or 3 stories in a luxury Jerusalem hotel for computerized equipment, maps and databases to aid their efforts.

Analyst Mark Langfan has called the plan a “death-trap” for Israel. Langfan added that the plan doesn’t even meet the minimum “defensible” borders presented in a secret 1967 US Joint Chiefs of Staff (USJCoS) memorandum, based on the military technology realities of 1967.

The United States intends to try and force a peace agreement on Israel and the Palestinian Authority (PA), IDF Radio reported Monday.

 

The radio station says the US has informed Israel and the Palestinian Authority that if negotiations between them do not advance, Washington will propose its own solution, that will include a US position on every point that is in contention. In effect, according to the report, this will be an attempt to force the sides to agree on a solution formulated by the US.

MK Zehava Galon (Meretz) was quoted as saying Monday that senior US officials told her the US offer would be presented in January of 2014. PA sources also cited January as the month in which the US intends to propose, or impose, its plan.

 

The US moves comes after three months of talks between the sides which have reportedly made very little headway.

 

The US plan reportedly is similar to the Clinton outline, offered by President Bill Clinton in late 2000, which is based on an Israeli retreat to 1949 Armistice lines, and some swaps of territory.

 

The Obama Administration is reportedly determined to achieve “a diplomatic breakthrough” by mid-2014, and believes that Israel under Binyamin Netanyahu and the PA under Mahmoud Abbas are capable of reaching agreement.

 

Until now, the talks were based on the idea that the two sides negotiate directly, with the US only acting as a mediator.

 

The American decision to present a proposed agreement was reportedly communicated by several senior officials, including the Special Representative to the talks, Martin Indyk. Secretary of State John Kerry reportedly briefed Netanyahu on the matter when they last met, in Italy.

US Secretary of State John Kerry confirmed after meetings with Palestinian Arab representatives in Bethlehem today (Wednesday) that the US stance on Jewish life in Judea and Samaria is condemnation, AFP reports.

“We consider now, and have always considered, the settlements to be illegitimate,” Kerry said, after Mahmoud Abbas reportedly walked out of Tuesday’s talks over Israel’s statements supporting a new initiative to build more than 3,500 new Jewish homes in the region. 

Regarding the fact that Israel has kept up its side of a deal which exchanged the buildings for the controversial release of 26 Arab terrorists back into civilian areas, Kerry claims that “at no time did the Palestinians in any way agree, as a matter of going back to the talks, that they could somehow condone or accept” Jewish building efforts in Judea and Samaria. 

Kerry did throw Israel a bone by responding that the US was “aware” of Prime Minister Binyamin Netanyahu’s plan for renewed construction efforts. 

Kerry’s remarks follow a tumultuous week between Israel and the Palestinian Authority, during which the released terrorists received a hero’s welcome and threats of a third intifada were launched. Such a striking statement is unlikely to encourage an already skeptical Israeli public to support ongoing US-brokered talks.

Many Israelis have long suspected the Obama administration of sympathizing with the PA position, and concerns were raised at the very start of the latest round of talks over the controversial appointment of Martin Indyk as mediator in the talks. A number of Israeli groups have claimed his work with the far-left New Israel Fund rules Indyk out as an “honest broker” between the sides.

The confirmation also follows reports that the US President made derogatory remarks toward Israel, and toward Binyamin Netanyahu in particular, during discussions about the conflict in 2012.  

The US may possibly have vested interests in the talks’ success, as Obama has allegedly offered Israel support in efforts to stop a nuclear Iran in the event of a peace deal between Israel and the Palestinian Authority

One of the largest terrorist groups in Judea and Samaria (Shomron) has issued a statement categorically rejecting United States Secretary of State John Kerry’s proposal for an Israeli withdrawal from the Jordan Valley. Kerry’s proposal would involve temporarily stationing international troops in the region.

Khaled al-Azhbet, the official spokesman for the Popular Resistance Committees (PRC) terrorist group, warned that if American or other foreign troops are stationed in the Jordan Valley, they will be targeted in attacks.

“We will treat any foreign armed forces as invaders, regardless of their citizenship or their mission,” he declared. “Our policy toward them will be identical to that taken toward the Zionist enemy.”

Azhbet called on the Palestinian Authority to “end what is known as ‘negotiations’ immediately, and turn to the national peace table” – a reference to attempts to reconcile between Fatah and Hamas.

Israel-PA negotiations are a “new scheme” under American auspices, he argued. For the PA to concede on “basic Palestinian rights” would be a disaster, he added.

The PRC, like other Judea, Samaria and Gaza-based terrorist groups including Fatah and Hamas, views ownership of all of Israel as a “basic Palestinian right,” alongside the “return” to Israel of descendants of Arabs who fled during the War of Independence.

He reiterated the PRC’s view of all of Israel as occupied land. “We welcome any activity in the Palestinian struggle, in the heart of our land occupied since 1948 and in the occupied [West] Bank, and the operations coming from Gaza, which express bravery, honor and victory,” he declared
